CANADA’S FIRST EVER DEFENSE INDUSTRIAL STRATEGY

Defending Canada means more than just increasing the size of its military.
It also means the strength of our industries.
The resilience of our economy,
And our capacity to act independently when it matters the most
Our national security and our economic security go hand in hand.
To those ends. As ministers already mentioned. We announce
The first ever defense industrial strategy.
It’s a bulk plan to get our armed forces.
What they need, when they need It.
It’s a bulk plan to scale Canadian defense companies.
And to put hundreds of billions of dollars.
Into strategic sectors of economy’s
And creating hundreds and twenty five thousands
Of high paying jobs in Canada.
The frame work is simple.
Build, partner, buy.
First we will build in Canada and prioritize Canadian companies.
As a matter of policy
Military procurement in areas we have sovereign capabilities
Will be directed to Canadian companies first.
When we cannot build alone.
Our partners will be like minded allies.
Helping attract investment, transfer intellectual properties,
And integrate supply chains that Canadian dollars fly back to Canada.
And created jobs right here.
And only, only after exhorting those two first options,
We will buy from abroad.
Even then, we will ensure that
The maximum benefit of the maximum value
Will return to Canada throughout the value chain,
Including the maximum industrial and the tenological regime.
